有關2020年本校與日本九州工業大學學術合作專題研究計畫，自2020年6月10日(三)起至日至2020年7月10日(五) 17時止受理申請，相關資訊詳見公告內容。

2020年度國立臺灣科技大學暨日本九州工業大學學術合作專題研究計畫，自即日起至2020年 7 月 10 日(五)17:00受理申請。

◎說明：

• 計畫目的：透過本校與日本九州工業大學合作研究之學術交流，藉以提升兩校研發能量與學術合作，開發具高應用價值與產業價值之研究主題。
• 計畫執行期限：本計畫自2020年08月01日起迄2021年03月31日止，共8個月。
• 專題研究計畫內容：每位計畫主持人得依研究專長申請不同領域（例如：工程、電資…等）之計畫，但每一領域至多以申請一件為原則。計畫經費：每件計畫每年申請之總經費以不超過新臺幣500,000元整為原則。
• 計畫主持人資格：計畫主持人(含共同主持人、協同主持人)需為兩校專任教師(含研究人員)及專案教師，且經雙方(臺灣科技大學與九州工業大學)計畫主持人同意前提下，得加入第三方機構研究人員參與本計畫。
• 計畫主持人具有下列情形之一者，不得提出申請：

• 本辦法補助之計畫，於執行期滿未辦理結案或繳交成果報告者。
• 本辦法補助之計畫，於執行期滿後六個月內未投稿，且於二年內未有兩校主持人共同合著之SCI、SSCI或A&HCI論文發表者。
• 曾獲本辦法補助之研究計畫累計達三件者，應提出與前述研究主題相關之科技部或其他政府機關整合型計畫之申請紀錄，方得繼續申請。

六、申請與執行方式

• 由兩校計畫主持人(兩校各一位計畫主持人)共同研提計畫案。
• 每位計畫主持人或共同、協同主持人每年可申請本辦法補助之計畫案總件數不得超過二件，複審委員會(ASC)將以核定一件為限。

七、申請補助經費

計畫主持人得依計畫實際需要，申請下列各項補助款：

• 研究人事費：依科技部補助專題研究計畫專兼任助理人員工作酬金支給標準列計，且計畫主持人不得編列主持費。
• 儀器設備費。
• 業務費。

八、申請期限及方式

(一)計畫申請期限：自2020年6月 10日(三)起迄2020年 7 月 10 日(五)17:00，逾時不予受理。

(二)申請方式：請主持人備妥下列文件，送本校研究發展處提出申請：

1. 請備妥研究計畫申請書紙本，並繳交電子檔一份(光碟或電子郵件寄送擇一) 。
2. 兩校計畫主持人之「個人資料表」及「個人研究成果列表」各一份。(如計畫書內所附)
3. 申請截止日前五年已出版最具代表性或與計畫內容相關之學術著作（至多五篇）一份。
4. 計畫凡涉及人體試驗者，應檢附醫學倫理暨人體試驗委員會核准文件一份；涉及基因重組相關實驗者，應檢附生物實驗安全委員會核准之基因重組實驗申請同意書一份；涉及動物實驗者，應檢附動物試驗委員會同意書一份。
5. 審查結果預計於2020年7月 31日(五)通知計畫主持人。

九、計畫執行、成果報告及發表

• 2020年度計畫通過者，須參與在臺灣科技大學所舉辦的說明會，日期待定。
• 計畫開始執行半年後，須於2021年1月15日(五)繳交期中報告，計畫執行結束後於2021年6月30日(三)前繳交研究成果報告一份，並辦理經費結案，其計畫研究成果係作為未來研提申請計畫審議之參考。
• 計畫主持人須於2021年參與兩校所主辦之成果發表會(或國際研討會)，由計畫主持人負責口頭成果報告。
• 獲本校計畫通過補助計畫者，計畫執行期間雙方任一方因故無法繼續執行計畫，應取得另一方計畫主持人及校方同意後始得變更計畫主持人，且負擔計畫執行之所有責任與KPI。

十、研究成果發表

• 計畫主持人應於2021年12月31日(五)前由兩校參與計畫人員共同具名投稿相關成果，並於2023年6月30日(五)前正式刊登。
• 由計畫主持人及共同主持人擔任第一作者或通訊作者。
• 若計畫成果有多篇論文發表，共同主持人之列名及排序參酌其參與程度決定。
• 其餘作者排序由共同參與之研究人員依實際參與貢獻程度協商後決定。
• 發表研究成果時，若該研究計畫由日本九州工業大學方主導，請註明『日本九州工業工業大學與國立臺灣科技大學學術合作專題研究計畫經費補助』，英文全名為 Kyushu Institute of Technology - National Taiwan University of Science and Technology Joint Research Program，(Kyutech-NTUST-No. XXXX)，簡稱為Kyutech-NTUST Joint Research Program。若該研究計畫由國立臺灣科技大學方主導，請註明『國立臺灣科技大學與日本九州工業大學學術合作專題研究計畫經費補助』，英文全名為National Taiwan University of Science and Technology - Kyushu Institute of Technology Joint Research Program，(NTUST-Kyutech-No. XXXX)，簡稱為NTUST-Kyutech Joint Research Program。

十一、計畫執行相關事宜

計畫有關之執行期間、經費分配、動支核銷、變更及延期等所有實質及程序之相關事宜，計畫主持人應各依相關規定辦理。

十二、研發成果歸屬

計畫之研發成果及其智慧財產權，歸兩校共同擁有，其申請專利、技術移轉、著作授權及權益分配比例依兩校經費分攤比例分配，但任一方均不得低於30%。

Call for Proposal

August 2020/March 2021

Call for Proposal (“CFP”) for Joint Research Program between National Taiwan University of Science and Technology (“Taiwan Tech”) and Kyushu Institute of Technology (“Kyutech”) - August 2020 to March 2021 –

1.  Purpose and Applicant Qualification

Taiwan Tech and Kyutech have agreed to conduct a mutual collaboration to aim at promoting their research work and achievements to the international academic and industrial societies.

As such, researchers from both universities are encouraged to submit proposals for Joint Research Program. By definition, any Joint Research Program should be conducted by researchers and personnel from both Taiwan Tech and Kyutech.

Once a proposal is adopted, each collaboration shall be referred to as “Joint Research Project ”(hereinafter referred to as “Project”).

The Project may have a researcher(s) from a third party organization if the both Parties agree.

[Taiwan Tech]

Those who have received this collaborative research grant more than three times (including three times) should provide proof of application for the integrated research grant provided by the Ministry of Science and Technology or other government agencies in Taiwan.

[Kyutech]

Those who have received this collaborative research grant more than three times (including three times) should provide proof of application for the integrated research grant provided by the Minister of Education, Culture, Sports, Science and Technology (MEXT), other agencies or companies in Japan.

Applications for the current grant will not be accepted under either of the following circumstances:

(1)Previous year’s Joint Research Project is not completed or the final report is not submitted yet.

(2)No associated SCOPUS papers are submitted within 6 months and published within two years after the completion of the previous conducted Joint Research Project.

2.  Assessment and Selection Committee

An Assessment and Selection Committee (“ASC”), which consists of faculty members from Taiwan Tech and Kyutech, supervises the procedures for the review, assessment, and the selection of the proposed research projects.The ASC is also in charge of the allocation of funding to the approved research projects.

For 2020/2021 application, Taiwan Tech will take an initiative of ASC to host the reviewing of applications.

3.  Topics for Collaborative Research

The research topics are not limited to any category, as long as the Joint Research Project can involve participants from both Taiwan Tech and Kyutech.

4.  Structure of Research Team

Each research team should consist of one principal investigator (“PI”) from Taiwan Tech and one PI from Kyutech. Inclusion of students and other personnel is optional.

5.  Research Fund

5.1 Matching Research Fund by Both Parties

The total amount of research fund for the 2020/2021 Collaboration equally funded by both Parties is up to NTD 1,500,000 (or equivalently JPY 5,000,000) per year. The maximum amount of funding to each research team is limited to NTD 250,000 (or equivalently, JPY 1,000,000,1NTD=JPY3.53) per year. The number of Projects finally accepted is subject to the total number of research teams and the amount of research fund allocated to each team.

5.2 Constraints on the Use of Funding

Each Party shall be responsible for the implementation of its own research fund which is allocated to the Project, in accordance with the financial rules for the Party. The funding cannot be used as the personal income of the PIs. The fund can be used for travel, equipment, consumable products, personal income to students, and miscellaneous expenses, if allowed by the Party’s financial rules. However, the fund can be used only from August 1, 2020 through March 31, 2021.

6.  Application Procedures

To apply for the research grant, an application form and a project proposal (“Application Materials”) must be prepared in English and submitted by respective PIs to the following section by email:

Note: Both the submission to Taiwan Tech and the submission to Kyutech must be performed. The applicants can find the application form in the attachment of this CFP announcement.

7.  Application Deadline

The application for 2020/2021 must be filed no later than July 10, 2020.

9.  Notification on Approved Projects

The applicants will be notified regarding the status of their project, including whether it is approved and (if approved) the amount of funding by July 31, 2020.

10. Principal Investigator Meeting and 2021 Bilateral Conference

10.1 Principal Investigator Meeting (“PI Meeting”)

Principal Investigators from both Taiwan Tech and Kyutech for the funded Projects under the Collaboration have to join the PI Meeting for 2020/2021 by teleconferencing and the meeting date is to be announced.

10.2 2021 Bilateral Conference(Joint Research Workshop)

Principal Investigators of Taiwan Tech and Kyutech involved in the Projects funded under the Collaboration have to join the 2021 Bilateral Conference.

11. Reports

A joint midterm report should be submitted to the ASC before Jan. 15, 2021 final report should be submitted to the ASC before June 30, 2021

12. Paper Submission and Publication

At least a paper derived from this collaborative research should be submitted for publication from the commencement of Project through Dec. 31, 2021.

At least a paper derived from this collaborative research should be published from the commencement of Project through June 30, 2023 Personnel from both Taiwan Tech and Kyutech should appear in the list of authors of the aforementioned papers.
