Dear faculty, staff, and students,
According to the Central Weather Administration, at 2:00 PM today, Tropical Storm Fenghuang was located approximately 320 kilometers southwest of Eluanbi. It is moving north-northeast to northeast at a speed of 10 to 14 kilometers per hour. Over the past three hours, its intensity has slightly weakened. The storm’s center is currently over the sea southwest of Eluanbi and continues to move north-northeast to northeast. The storm’s outer circulation is gradually entering the coastal waters of southwestern Taiwan, posing a threat to Tainan, Kaohsiung, Pingtung, Taitung, and the Hengchun Peninsula. The typhoon is expected to continue weakening, with its storm radius gradually shrinking.

As of this morning (November 11), Typhoon Fenghuang has weakened into a tropical storm but continues to approach Taiwan. According to the Central Weather Administration, the storm’s path has shifted slightly westward and southward in recent hours, resulting in a delayed landfall. It is now expected to make landfall between Kaohsiung and Pingtung tomorrow evening (November 12) through nighttime. The storm’s impact on land will also be delayed until early tomorrow morning.
All faculty, staff, and students are requested to ensure that all doors and windows are securely closed before leaving campus, and to take necessary disaster-prevention measures in offices, laboratories, research spaces, and low-lying areas. (Better preparedness means less damage.)
The Office of General Affairs has prepared sandbags on Basement Level 2 of the International Building (IB) (see attached map for location). As the number of sandbags is limited, please take only what is needed. After the typhoon, please return the sandbags to their original location. Thank you for your cooperation!

Due to the peripheral circulation of the typhoon, strong gusts are likely to occur in northern Taiwan. During the typhoon period, faculty and students are advised not to stay under trees on campus to avoid accidents caused by falling branches or trees.

During the typhoon, to prevent possible flooding caused by insufficient drainage, the university will close the floodgates at the vehicle and motorcycle entrances and exits as necessary, depending on rainfall and drainage conditions. Vehicles will not be able to enter or exit during that time. Please be aware and understanding of this measure.

If you must drive or ride outside during the typhoon, please slow down and proceed with caution. Avoid parking vehicles in low-lying areas or outside levees to prevent flood damage. All faculty, staff, and students are reminded to pay close attention to traffic safety.
